Overall Purpose of Job
Your role as a Facilities Manager is to support the FM delivery across a portfolio of properties in the Manchester and surrounding areas. The properties vary and are predominately office, leisure and retail. The Facilities Manager is to support the management and provision of hard and soft facilities services including but not limited to compliance and H&S, hard and soft services, building maintenance, estate management, financial management of service charges and line management of directly employed Avison Young Front of House team members based on-site. This role is predominantly based at one prime Office asset in Manchester 60% of the time and the other 40% mobile role covering 6-8 other sites in the Manchester area.
Main Duties, Responsibilities & Accountabilities
The Facilities Manager undertakes to comprehensively manage, plan and co-ordinate the physical and environmental conditions within a portfolio of properties. The Facilities Manager reports to the Senior FM and the role includes but is not limited to the following responsibilities:
- Ensure all services necessary for the full and effective operation of the buildings in accordance with the provisions of the leases and as directed by the Management Surveyor.
- Assist with the preparation, monitor and reconcile service charge budgets in accordance with the RICS Code of Practice.
- Engage regularly with all occupiers keeping them informed of all works and services within the buildings. Keep updated tenant contacts, key holders and fire safety responsible person lists.
- Manage any directly employed onsite team front of house teams.
- Deliver an excellent customer service to occupiers and clients.
- Regularly inspect the buildings including all common parts recording any issues and take and record actions accordingly.
- Proactively manage tenant fault reporting and day to day issues.
- Raise and supervise insurance claims in conjunction with the Facilities Co-ordinator and Surveyor.
- Assist the Management Surveyors in the provision of formal written reports and attend client meetings as required.
- Monitor energy and water consumption, and champion the sustainable operation of the properties.
- Establish close co-operation and liaison with all local authority departments, local organisations, businesses and associations as are necessary in connection with the successful operation of the building.
- Participate fully as a member of the wider Avison Young FM team, sharing knowledge and experience and providing information to colleagues and the team.
Contract Management
- Attend regular supplier review meetings and take ownership of the performance of the contracts. Inspect site records, method statements and contracts on a regular basis. Monitor performance, attendance, cost and value through the SLAs and KPIs.
Compliance and Health and Safety
- Ensure that all safety records, statutory inspections, reports and documentation are retained and up to date at the properties. Dealing with any unsafe acts/defects appropriately.
- Participate in the completion of annual risk assessments alongside an external auditor to fully understand the risks at each property and ensure implementation of control measures.
- Take the lead for overall H&S management on site ensuring a safe environment for staff, tenants and visitors.
Environmental
- Review electricity and gas consumption levels, in conjunction with the energy consultant and where possible implement changes to drive down energy consumption.
- Undertake a regular audit of the property. Develop plans for the enhancement of the building, security measures and energy saving initiatives in line with Avison Young Environmental Policy.
Budget Control
- Approve expenditure, within given authority levels, on building services expenditure and monitor service charge expenditure within all relevant properties.
- Assist in the preparation of service charge budgets which are to be considered and reviewed by the Surveyor.
- Monitor expenditure throughout the year to ensure that it is kept within budget by undertaking regular meetings with the Surveyor and Client Accountant in line with the Websters reporting tool.
- Participate in the reconciliation and end of year closure of service charge accounts alongside the Surveyor and Client Accountant, adhering to RICS code of practice via the Websters reporting tool.
Undertake such other related duties as directed from time to time
Desired Knowledge, Skills and Experience
Key Skill Requirements:
- 5 years working experience in a Facilities Management role.
- Good communication and leadership skills.
- IOSH or NEEBOSH qualification or equivalent.
- Strong IT skills.
- Be able to demonstrate a strong background in Property and Facilities Management within a mixed-use property portfolio.
- Strong organisational and administration skills.
- Strong interpersonal skills.
- Have demonstrable experience of managing service partners to deliver a 5 star service.
- Have an interest in the technical aspects of the role, a technical background is not required but an interest and experience in technical projects is desirable.
Knowledge / Desirable Qualification Requirements:
- Experience of working as part of a team in a multi-site FM environment;
- Well-developed IT skills.
